Breakout Session: Skills Developed and Credentialing

The skills-first initiatives that we're seeing in the United States and around the world promise to expand talent pools, eliminate barriers to career entry and reduce hiring times. It's still early days, but there is enough information available to report on the practical ramifications of initial skills-first efforts. 


Our report will first discuss how skills-first has focused on hands-on, practical learning. Second, we will discuss the importance of data-driven education. Then, we will outline how organizations make skills-first initiatives legally defensible to ensure the highest standards of integrity and fairness to all demographics around the world. Join us to learn more about organizations worldwide are doing to make sure that hiring and upskilling approaches follow best practices, have high quality control, and address the need for practical learning as they validate and build the best possible cyber workforce.

Navigating and Implementing Department of Defense Cyber Workforce Qualifications (DoD 8140)

As the Department of Defense (DoD) embarks on the implementation phase of DoD 8140, it's crucial to equip yourself and your team with the necessary knowledge to meet impending deadlines. Join us for an interactive session where we'll address your queries and tailor our discussion to suit your needs. Through audience polling and question submissions, we'll delve into understanding the mapping process, deciphering work roles, how to use the marketplace, and what are the qualification options from certification bodies and military schoolhouses.


The updated DoD 8140 Qualification Program, initiated in February 2023, offers a holistic approach to managing cybersecurity workforce talent. It sets forth baseline standards for qualifications aligned with operational requirements and workforce preparedness. This program encompasses all DoD personnel assigned to cyberspace-related roles, including Service members, DoD civilian employees, contractors, and foreign nationals, in accordance with the DoD Cyberspace Workforce Framework (DCWF).

Driving Impact: Empowering Certifications through ECSF European Cybersecurity Skills Conference 2022

The panelist presented their respective commitments to narrow the cybersecurity skills gap in the European Union as part of the pledge of the Cybersecurity Skills Academy.


Driving Impact: Empowering Certifications through ECSF

Panelists identified the benefits of ECSF for certification, namely how a common language can support portability, identification of gaps, coherence, standardisation of cybersecurity roles and skills. Alignment or mapping of their respective organisations’ certifications with the ECSF as well as use cases were precious tools to support career paths. Panelists also touched upon key features of the ECSF (accessibility, simplicity), including in comparison with the NICE framework. They shared information on the uptake of the framework, concurring notably on a high uptake of the framework one year only after its publication, its relevance for end users, a use of the framework mainly for conducting trainings, It was identified that the framework could also be leveraged by human resources as well as to support the design of career pathways, in a similar fashion as the US tool Cyberseek.
